Lowering interest rates typically has a stimulative effect on economic activity because it makes money cheaper and encourages corporations to borrow and expand. But when interest rates are already low and the economy is still in bad shape, the government has fewer options to deal with economic problems going forward. Usually, the substitution effect dominates. Lower interest rates make saving less attractive. But, for some, the income effect may dominate, and people may respond to lower interest rates by saving more to maintain their standard of living. Alternatively, a lower interest rate may encourage other forms of saving and investment. When the Fed changes the interest rates at which banks borrow money, those changes get passed on to the rest of the economy. For example, if the Fed lowers the federal funds rate, then banks can borrow money for less. In turn, they can lower the interest rates they charge to individual borrowers, making their loans more attractive and competitive. The  Federal Reserve  raises or lowers interest rates through its regularly scheduled  Federal Open Market Committee. That's the monetary policy arm of the Federal Reserve Banking System. The FOMC sets a target for the  fed funds rate  after reviewing current economic data.
